Absent: Ed Larkin, Frank Lord

                Meeting Called to Order by Chairman Taylor at 6:00 p.m.

                Tuesday, January 4, 2011:

Motion made by Mr. O’Hara to approve the minutes of Tuesday, January 4, 2011 as presented.
Motion seconded by Ms. Rommelmeyer.
VOTE:  Unanimous.  6-0.

APPOINTMENTS & HEARINGS:

Public Hearing – Informational Meeting on CPA Application Procedures for
the October 2011 Town Meeting:

Richard Halpern, Vice-Chair of the Community Preservation Committee read aloud the Public Hearing notice into the record.  The Hearing was opened for the purpose of conducting a public informational meeting on the needs, possibilities and resources of the Town as they relate to historic preservation, recreation, affordable housing and open space.  At the hearing, information regarding application procedures for the funding of projects at the October 2011 Town Meeting from the Community Preservation Fund was provided.

It was noted that applications are available on the Town’s website; www.mashpeema.gov and in hard copy form at the Office of the Board of Selectmen/Town Manager.

Being no comment, the Committee motioned to close the Public Hearing.

It was noted that (1) application has been received to date for possible funding at the October 2011 Town Meeting from the Friends of Santuit Pond for the purchase of solar powered long-range circulators for the preservation of Santuit Pond.

                COMMUNICATIONS & CORRESPONDENCE:

                CPA Conference:

Community Preservation Committee members were encouraged to attend the upcoming CPA conference on April 2nd at Bridgewater State University.  The event is comprised of workshops, presentations and roundtable discussions on all aspects of the Community Preservation Act.

Invoices for Payment:

Approval of Community Preservation Coalition Dues:

The annual Community Preservation Coalition dues were before the CPC Committee for payment.  The sum; $3750 is reflective of the 2011 calendar year.
The annual dues based on the local CPA surcharges is the same as last year, and provides for reliable technical assistance, and the protection of the CPA trust fund revenue stream for municipalities.  The Coalition also holds local CPA training seminars and regional conferences, and represents a strong voice for the CPA statewide.

Motion made by Mr. O’Hara to approve the 2011 calendar year membership dues in the amount of $3750 to the Community Preservation Coalition.
Motion seconded by Mr. Shaw.
VOTE:  Unanimous.  7-0.

Breezy Acres – Affordable Housing Project:

The CPC Committee reviewed an invoice in the amount of $40,329.80 relative to design development, legal, and permitting fees associated to the Breezy Acres Expansion project.  The requisition has been approved by the project liaison to form for payment.

Motion made by Mr. O’Hara to approve the Breezy Acres Expansion Project payment requisition in the amount of $40,329.80.
Motion seconded by Ms. Rommelmeyer.
VOTE:  Unanimous.  7-0.

Invoices for Payment: (cont’d)

Town Counsel – Legal Services:

An invoice was received from Town Counsel in the amount of $60 for legal services associated to the conveyance of the Mills property.  The Town is filing special legislation to convey to the Town of Barnstable an interest in the Mills Family Land, acquired with CPA funding in May of 2007.  All funds paid to Mashpee by the Town of Barnstable ($150,000) would be deposited in the CPC open space reserves for appropriation account.

Motion made by Mr. O’Hara to approve the invoice received from Town Counsel in the amount of $60 as referenced.
